With a preset of very low settings, you can expect to get an average performance of around 30 FPS while achieving a 720p resolution. This is certainly a reasonable expectation and achievable for most budget or older builds.

Moving up to higher resolutions but with varying performance levels, then you need this hardware. Sony expects it to achieve 1440p 60FPS, or cranking that to 4K drops it down to 30FPS instead.

Now for the top performance level without anything holding you back, you need to look towards the best CPU and hardware for the job. It does provide you with a 4K 60FPS performance for high-fidelity gaming with a solid framerate so not surprising it takes so much strength to run.

Can my PC run Horizon Forbidden West?
If your hardware matches the tiers of hardware provided in the system requirements then yes your PC will handle the game fine. These are rough guidelines of what you can expect the hardware requirement is going to be. So as long as you beat it out you should be fine.
